The controversial draft law on copyright reform introduces a novelty into copyright law: uses of copyright that are particularly relevant to fundamental rights, such as freedom of quotation, freedom of panorama or parody, are to be subject to remuneration. A proposal that raises more questions than answers. Copyright reform is in full swing. The German government has passed the "Draft Act on the Adaptation of Copyright Law to the Requirements of the Digital Single Market." The bill must now pass the Bundesrat and Bundestag.
