Lawyer Volker Otte was born on July 2, 1962 in Hamburg (Germany).
Studied Law at the University of Hamburg from 1984, graduated in 1990. Passed his 2nd State Examination in Berlin in 1993 after placements at, among others, public broadcasting station SFB-Sender Freies Berlin, media watchdog Medienanstalt Berlin-Brandenburg (MABB) and a legal practice specializing in press and copyright law.
Became civil servant of the City of Berlin in 1993. From 1995 to 1999, head of the legal department of the German Federal Film Board (FFA), the Berlin-based national film fund. From 2000 to 2002, responsible for the Legal Affairs and Funding Department at Road Movies Filmproduktion, Berlin.
Independent legal office and consultancy since October 2002, specialising in the law of Film, Media and Cultural Funding.
