The safeguarding of private property is a rising obsession, an obsession far from being recent, but one that is increasingly aggressive, an obsession with serrated teeth. At the heart of the city, wire and wall are at their most obvious. Outside Liverpool station, imposing facades confine pedestrians to stark streets. It is a place of transience.
